    Ministry of Finance expects annual growth of budget revenues by 43 bln soms

    The Ministry of Finance presented a forecast on the growth of budget revenues until 2027. The data was published as part of the draft law on the national budget for 2025.

    The document says that the republican budget revenues including grants of public investments next year are envisaged at the rate of 428 billion 780.6 million soms, or 26.4% of the gross domestic product.

    Compared to the current year, the treasury revenues will grow by 42 billion 795 million soms, in 2026 by 2025 - by another 37 billion 373.1 million soms and in 2027 - by another 48 billion 140.2 million soms. Thus, the annual growth of budget revenues on average, according to the Ministry of Finance, will amount to 42.8 billion soms.

    At the same time, tax revenues will continue to play a key role in the republican budget revenues in 2025-2027. Their specific weight will be in the range of 85.4% - 88.1%.

    In 2025, the Ministry of Finance expects to collect 359.8 billion KGS in taxes, 398.7 billion KGS in 2026, and 446.3 billion KGS in 2027. The average annual growth rate of tax revenues for three years will be 111.9%.

    However, despite the annual increase in tax revenues to gross domestic product, they will be at about the same level, at 22% in 2025-2026 and 21.7% in 2027.

    As for non-tax revenues, their highest ratio to GDP is expected to be 3% or 47.9 bln KGS next year, already 2.7% of GDP or 49.5 bln KGS in 2026, and 2.6% of GDP or 53.7 bln KGS in 2027.

    We would like to add that the main tax for the national treasury is the value added tax. In 2025, it is expected to cover more than 51% of all tax revenues to the national budget.
