    Banks in Kyrgyzstan will be obliged to adapt mobile applications and ATMs for persons with disabilities

    The National Bank has submitted for discussion a resolution that will radically change the accessibility of financial services for persons with disabilities (PWDs). If adopted, from June 1, 2025, commercial banks and payment organizations will be obliged to adapt mobile applications, ATMs and payment terminals to make them convenient for all categories of users.

    The document will be under discussion until April 24 this year.

    According to the document, within six months starting June 1, banks' mobile apps will have to be equipped with features for the convenience of PEPs, including adjusting font size, text voicing and interface contrast.

    Banks will also be given five years to update ATMs and payment terminals to make them disability-friendly. This means that the devices must receive audio support, tactile markings and other necessary features. Such a long transition period was chosen because currently only 12% of ATMs are equipped with voice assistance, and many devices are either partially adapted or not at all suitable for people with disabilities. It is important that the modernization process does not lead to mass disconnection of old devices and disrupt the payment system, which has been developing for years.

    In addition, as noted by the authors of the amendments, abrupt changes could lead to high financial costs and a reduction in the number of terminals on the market.
