10/29/2024, 11:49The Jogorku Kenesh Committee has considered the draft Digital Code in the first reading. During the meeting, MPs have raised several important issues.
Baktybek Sydykov asked about the funding sources for the code's development. Kutnayeva explained that the document had been prepared as part of the Digital CASA project with the international and local experts' involvement, with a budget of $2.9m. Sydykov expressed dissatisfaction with the low level of implementation of the Digital CASA project - only 43% of the $50m allocated.
Gulsharkan Kultayeva touched on the issue of raising the qualifications of civil servants in the field of digital services. She also specified which body will be authorised to issue electronic digital signatures to individuals and legal entities, and raised the problem of protecting citizens' data when using electronic services. Baktybek Choibekov asked about the prospects of the state bodies' transition to electronic document management after the Code adoption.
Bakhridin Shabazov raised the issues of cyber security and cyber resilience in the context of the Digital Code. Chynberdi Tolonov emphasised the need to strengthen information security, especially in the banking sector. Ulugbek Ormonov expressed concern that the document contains too many prohibitive norms and is punitive.
The Committee Chairman Muradil Sydykov suggested holding parliamentary hearings on the draft Digital Code. As a result of the discussion, the bills were approved by the committee members.
