The Ministry of Labour and Social Development has submitted for public discussion the Cabinet of Ministers' resolution on amendments to regulations in the field of social security, aimed at supporting families with children living in remote, highland and border areas of the country.

According to the new decree, it is proposed to introduce from 1 January 2026 a monthly allowance called ‘Biyik tooluu aimaktardyn zhashoochularyna kөmөk’ (Support for residents of high mountainous regions). It will be paid to citizens (families) with the third and each subsequent child under the age of three years, regardless of the level of income and receipt of other types of benefits.

The amount of the new monthly allowance will be KGS 3,000 per child. In case of birth of twins, triplets and more children the amount increases: for example, in case of birth of triplets - up to 9 thousand KGS.

In order to receive the allowance it is necessary to confirm permanent residence in settlements located in high mountainous, inaccessible or border zones with special status. Verification will be carried out through state information systems and, if necessary, with the participation of local commissions.

The decree also sets out the procedure for assigning, recalculating and suspending payments. Particular attention is paid to transparency - the lists of recipients will be regularly updated and published in the public domain, including village offices, medical centres and the official website of the authorised body.

If the document is adopted, the financing of the new measure will be entrusted to the Ministry of Finance, while the implementation will be entrusted to the Ministry of Labour, Social Security and Migration.

The resolution will enter into force ten days after its official publication.
