03/25/2025, 17:41The Cabinet of Ministers has approved the state programme for comprehensive socio-economic development of regions for 2025-2030. The document will become a key instrument for implementing a new generation of regional policy aimed at eliminating spatial and socio-economic imbalances, forming sustainable growth areas and ensuring a systematic approach to local development management.
The programme covers 14 areas - from industrialisation and digitalisation to agrarian development, tourism support, environmental protection and spatial planning. It is designed to create conditions for long-term growth of regional economies, improving the quality of life of the population, modernising infrastructure and strengthening citizen participation in decision-making.
One of the basic elements is the transition to integrated territorial planning: regions receive tools for forecasting, zoning and data-driven management. Integration with the AIS Sanarip Aimak, the launch of spatial schemes and digital maps, and new modules of inter-budgetary planning make it possible to move from point initiatives to a systemic architecture of regional development.
Local authorities and administrations are the key implementers of the programme in the field. They have to develop and approve territorial development programmes and specific action plans for 2025-2030. These documents are formed on the basis of an analysis of local potential, priorities and objectives, taking into account the need for alignment with national sectoral strategies and spatial schemes.
The programme will be financed within the limits of funds provided for in the national and local budgets, with the possibility of attracting development funds and international partners. The Presidential Administration will oversee implementation. The programme will come into force seven days after its official publication.
