Victims will be able to appeal to the civil court, where, upon confirmation of the fact of illegal transfer of funds to the account of the ‘dropper’ fraudsters are obliged to return the money.
The judges have proposed measures to combat the problem, including mandatory biometric authentication for online lending, restricting access to credit for pensioners and vulnerable groups, and requiring credit institutions to write off debt if a loan has been fraudulently arranged without the customer's knowledge. These initiatives will be forwarded to state authorities for further consideration.
