    Kyrgyzstan introduces a lifetime ban on civil service for those convicted of corruption

    President Sadyr Zhaparov signed the Law “On Amendments to Some Legislative Acts of the Kyrgyz Republic in the Field of Combating Corruption”. The law, adopted by the Jogorku Kenesh on December 25, 2024, is aimed at tightening measures to combat corruption and protect the interests of state and municipal service.

    The document strengthens liability for corruption offenses, introducing strict restrictions for those found guilty. The main changes concern the Criminal Code and labor legislation.

    In particular, a lifetime ban on civil service is introduced. A provision is added to Article 63 of the Criminal Code introducing a mandatory lifetime ban on holding state or municipal office for persons convicted of corruption offenses under Articles 336-348 of the Criminal Code.

    The amendments also exclude fines for corruption offenses. Article 65 of the CC excludes provisions providing for the possibility of imposing fines for corruption offenses.

    Article 79 of the CC specifies that in case of full compensation of damage and conclusion of a plea bargain, the court shall impose a sentence of imprisonment for a term not less than half of the minimum penalty provided for.

    Amendments are also being made to legislative acts in the area of regulation of labor relations of state and municipal employees. In particular, provisions are being introduced in a number of legislative acts providing for the refusal of persons convicted of corruption offenses to accept a State or municipal position. And regardless of whether the criminal record has been expunged or expunged, or in respect of whom the criminal case on corruption offenses has been terminated on non-rehabilitative grounds.

    In addition, a mandatory and lifelong ban on the occupation of state and municipal positions by persons guilty of corruption is introduced.
