    Fines for the absence of compulsory insurance for employees have been introduced

    President Sadyr Zhaparov has signed the law introducing fines for non-compliance with compulsory liability insurance for employers and organisations. This applies especially to companies operating hazardous production facilities.

    The document provides for the protection of the rights of employees and third parties in case of industrial injuries and accidents.

    Laws on compulsory insurance in these areas were adopted in 2008, but many employers and organisations have ignored the legislation requirements. The lack of an effective control and punishment mechanism has resulted in low levels of insurance coverage.

    The new law supplements the Code of Offences with articles providing for fines for failure to comply with the obligation to insure. The fine for individuals will be 3,000 KGS and for legal entities 13,000 KGS for both employers and organisations operating hazardous production facilities.

    The authorities hope that the introduction of administrative liability will increase the insurance coverage level and guarantee payments to victims in case of accidents at work and accidents at hazardous facilities. Previously, the lack of insurance left workers and third parties defenceless against the financial consequences of such accidents.
