02/19/2025, 18:03Recently, I needed to re-register a friend's car to myself. I couldn't put it off any longer, so when all the circumstances finally came together, we - me, my friend and her husband — went to UUNA.
The first stage, the inspection of the car, was quick: we drove in, in three minutes everything was ready. But as soon as we went inside, it became clear that we would be here for a long time. The electronic queue did not work that day, as well as many other things. Having signed up on the sheet 30th in the queue, I got ready for a long wait. A friend's husband, a busy man, decided to find out what was wrong. It turned out that the system had malfunctioned, and the staff of the State Agency for Vehicle Registration could do nothing about it.
My experience as a journalist came into play - I remembered that we have a long-standing application ‘Tunduk’, and in one of the materials I read that you can re-register a car through it. We immediately checked with a GARTS specialist whether there was indeed such an opportunity, and received confirmation.
Without wasting time, all three of us opened ‘Tunduk’ and found the necessary service. My friend, as the owner, started the process from her phone, selecting the role of ‘seller’. The app displayed the car that needed to be re-registered. The vehicle card included:
All we had to do was to follow the steps in the application. Since in our case there were no obstacles to re-registration, the next step was to provide a certificate of payment of transport tax. However, this tax has already been cancelled, so probably soon such a certificate will not be required at all.
Then it was necessary to confirm identity through online verification and electronic signature. In addition, the husband's authorisation was required - he also has a Tunduk account, and this is a prerequisite: both spouses must be registered on the app. The husband approved the transaction through his profile, after which the car buyer's information had to be entered, namely his ID. It was also necessary to enter the amount of the transaction, but in our case money did not appear, as the car was a gift.
Almost immediately a notification came to my phone with the following content: ‘You have been assigned an application to buy a car. Please log in to the Tunduk app.’
I opened the app and entered the service as a buyer. The car number, information about the absence of fines and other data, as well as the amount of the state duty were immediately displayed there. You can pay it through the banking application with the help of a QR code, which will appear in the electronic version of the contract. It is important to be attentive here: the transaction will not go through without paying the fee.
Next, you need to choose where to get a new technical passport and licence plates. After that, the application will offer to sign the agreement - for this you will need verification and electronic signature. You will be sent a code to your email, but be aware: the codes are updated every 30 seconds, so you may not be able to sign the first time. My friend and I had to enter the code several times before the system accepted it.
Once signed, the contract is sent to the REO for review. This process can take from 3 hours to 3 days, but in our case everything went quickly.
Some time later I went to my car to get a new technical passport and licence plates. I arrived at GARTS early, but even then there were already people there. However, I did not have to wait long: I went to a free window, where they printed out a contract for me, I signed it, they attached the old technical passport to it, and then gave me a new one together with licence plates. The whole process was quick and convenient - mainly due to the fact that the re-registration was done through the app, without unnecessary queues and visits to different instances.
The service really simplifies the life of car owners: submitting an application takes minutes, the system itself prompts the necessary steps, and the whole process up to the signing of the contract can be completed in 30 minutes. However, there are some disadvantages. For example, the application does not have a built-in mechanism for confirming the transfer of money when selling, which can be critical for the security of transactions. And if the system included a banking mechanism that protects both parties, it would solve the problem of trust between seller and buyer.
In general, if the application is further developed and a good information campaign is conducted, in time the queues at GARTS may disappear altogether, and the process of re-registration of cars will become convenient and fast.
