    Almambet Shykmamatov calls for the abolition of ETTN and property tax on all types of transportation

    At a meeting of the Committee on Budget, Economic and Fiscal Policy, the newly appointed head of the State Tax Service Almambet Shykmamatov criticized the Electronic Transport Consignment Note (ETCN) system and suggested reconsidering its implementation.

    He explained that the key purpose of the ETS is to increase transparency of business and fight against shadow trade turnover. However, according to the head of the State Tax Service, the current coverage of the system, which includes more than 13 thousand items of goods - from toothpicks to petroleum products - creates significant difficulties for small and medium-sized businesses.

    “The system requires revision,” Shykmamatov noted.

    He suggested focusing the ETTN on goods with a high risk of shadow turnover: petroleum products, alcohol and tobacco products, as well as medicines and medical devices. Other groups of goods, in his opinion, should be excluded from mandatory regulation, which will reduce the administrative burden on business.

    Shykmatov emphasized that any changes in tax administration should take into account the opinion of the business community.

    “Tax measures should be convenient, transparent and not burdensome for market participants,” he said.

    During the discussion, the head of the State Tax Service also touched upon the issue of property tax on vehicles. He proposed to abolish them, as each liter of fuel is now charged 1 som for the needs of the Road Fund. This will avoid double taxation and simplify the tax system for car owners.
