Kyrgyzstan no longer regulates coal prices

Temporary state regulation of coal prices in Kyrgyzstan ended on February 17, 2025. Restrictions were introduced from September 15 last year to make coal more affordable for the population. Initially, the measures were supposed to be in effect until December 15 of the same year, but later they were extended until February 15, 2025.

During the regulation, authorities set maximum prices for coal in different regions of the country. The cost depended on how the coal was extracted (in mines or at surface mines) and how far it had to be transported to points of sale. For example, coal mined by hand was more expensive than coal mined by surface mining.

To make sure that prices were not inflated, the Antimonopoly Regulation Service conducted inspections. Inspectors traveled to the places, talked to entrepreneurs and monitored compliance with price limits. In some cases, violators were fined.

During the entire period of regulation, the Antimonopoly Service conducted 560 inspections across the country and more than 1.9 thousand explanatory talks with entrepreneurs. Despite this, there were no violations. As a result employees of the service made 814 warnings, issued 107 instructions to adjust prices and imposed 56 fines for violations.

We would like to add that the largest number of inspections was conducted in Batken oblast (126 visits), Bishkek (82) and Naryn oblast (81). Talas oblast issued the largest number of prescriptions (51), and Osh oblast recorded the largest number of fines (21).
