In order to simplify the use of electronic bills of lading (EBL) in the circulation of goods in Kyrgyzstan, an interdepartmental working group was established by the order of the Chairman of the Cabinet of Ministers Adylbek Kasymaliev.
First Deputy Chairman of the Cabinet of Ministers Daniyar Amangeldiev was appointed as the head of the working group. The task of the group is to work on simplification of the application of ETTN within a month and preparation of relevant proposals for the Presidential Administration.
The interdepartmental working group includes representatives of a number of key government agencies:
- Deputy Minister of Economy and Commerce Iskender Asylkulov;
- Marat Pirnazarov, Chairman of the Financial Market Regulation and Supervision Service;
- Ruslan Junushaliev, an expert of the Sectoral Policy Department of the Presidential Administration;
- First Deputy Chairman of the State Customs Service Ulan Kimsanov;
- Deputy Chairman of the State Tax Service Kubanychbek Ysabekov;
- Mirzat Aliyev, Head of the Tax Measures Analysis and Evaluation Sector of the Ministry of Economy and Commerce;
- Erkinbek Imanaliyev, Head of the Department of Analysis and Risks of the State Customs Service;
- Ulan Sargobonov, Deputy Head of the Department of Analysis and Risks of the State Customs Service;
- Azat Almanbetov, Head of the Department of Control over Implementation of the Goods Traceability Mechanism of the State Tax Service;
- Mr. Nurbek Ismail uulu, Head of the EAEU Department of the State Tax Service;
- Head of the Operational Control Department of the State Tax Service Seytbek Turdumbetov;
- Mr. Rollan Arykov, Head of the Accounting and Audit Development Department of the Financial Market Regulation and Supervision Service;
- Nursultan Kalysbekov, Leading Specialist of the State Revenue Analysis and Forecasting Department of the Ministry of Finance;
- leading specialist of the Tax Policy Department of the Ministry of Economy and Commerce Sultan Saipov.
It is specified that the main purpose of the working group is to develop and implement measures aimed at simplifying and optimizing the processes of application of ETTN, as well as ensuring their effective implementation in business processes.
“This should help improve interaction between government agencies and business,” the Cabinet believes.
