12/17/2024, 11:39Due to fraud with electronic consignment notes (ECN) more than 460 billion soms went into the shadow economy, and the damage to the state budget amounted to about 30 billion soms. This was announced by the head of the SCNS Kamchybek Tashiev at a press conference.
Earlier, the head of the State Tax Service and heads of four Bishkek departments were detained as part of the investigation. According to Tashiyev, the leadership, inspectors and ordinary employees of the Tax Service were involved in a large organized scheme.
The scheme worked as follows: Excise stamps were affixed to the goods and an ETTN was issued, after which the goods were shipped. However, the invoice was subsequently rejected, although the goods were not actually returned and continued to move on. In such cases, tax inspectors were supposed to check the reasons for the rejection, but this was not happening.
“We found out that a million times ETTNs were rejected, but tax inspectors never checked these cases. If at least a dollar was received for each deviation, that's already a million dollars. And if it's 10 dollars? Then that's 10 million dollars. Now we are finding out who received this money and who received it. All those responsible will be brought to justice,” Tashiyev said.
The GKNB is continuing its investigation to identify all participants in the scheme and recover the damage caused to the budget.
