    What awaits the civil service of Kyrgyzstan after the new presidential decree?

    A new stage of reforms in the system of public administration has begun in Kyrgyzstan. At the meeting held by the Chairman of the Cabinet of Ministers Adylbek Kasymaliev, the main directions of the presidential decree aimed at increasing efficiency and de-bureaucratisation of the civil service were announced.

    One of the important decisions was the appointment of Justice Minister Ayaz Bayetov to the post of Director of the National Institute for Strategic Initiatives (NISI) with the status of Deputy Chairman of the Cabinet of Ministers until 1 October 2025. The NISI will be given broad powers to coordinate reforms and promptly implement changes in state structures.

    The main areas of reforms are:

    • Audit of state bodies to identify and eliminate duplicative and inefficient structures.
    • Optimisation of the legal and regulatory framework to eliminate excessive regulation.
    • Digitalisation of state processes, including automation of public services and reduction of bureaucracy.
    • Outsourcing a number of state functions to private companies.
    • Improving the efficiency of the state apparatus by reducing costs and speeding up decision-making.

    Adylbek Kasymaliev noted that the reform is a cardinal step to accelerate the development of Kyrgyzstan and emphasised the importance of immediate implementation of changes. In the coming months, the first results of the work of the new team will be seen.
