04/23/2025, 10:06In the framework of the Spring Meetings of the International Monetary Fund and the World Bank Group in the U.S. capital met the Chairman of the Cabinet of Ministers Adylbek Kasymaliev with the World Bank Regional Director for Infrastructure Charles Cormier. The key issue on the agenda was the promotion of the Kambarata HPP-1 construction project.
The project, which is of strategic importance for the energy security of Kyrgyzstan and the entire Central Asian region, is in the center of attention of the authorities and international partners. Adylbek Kasymaliev expressed gratitude to the World Bank for its sustained support and noted the personal contribution of Charles Cormier to the development of the project.
The head of the Cabinet of Ministers emphasized that energy infrastructure is one of the government's priorities in the context of a growing economy and the need to attract investment. According to him, Kyrgyzstan has already engaged an international company to draft an intergovernmental agreement with Kazakhstan and Uzbekistan, and plans to complete an updated feasibility study and environmental impact assessment by May of this year. This will pave the way for consideration of the project by the World Bank Board of Directors in September-December 2025.
The parties paid special attention to environmental aspects. It is expected that Kambarata HPP-1 will be able to generate up to 5.5 billion kWh of electricity per year, which will reduce CO₂ emissions by 6.5 million tons - this is 43% of Kyrgyzstan's national commitments under the Paris Agreement by 2030.
Charles Cormier confirmed the readiness of the World Bank for further cooperation and emphasized the importance of the project for sustainable development and energy stability of the region.
Following the meeting, the parties expressed confidence in strengthening the partnership and successful implementation of joint initiatives that contribute to improving the quality of life of citizens and sustainable economic growth of Kyrgyzstan.
