As part of the implementation of the National Program on Transition from Informal to Formal Economy, affordable credit mechanisms for entrepreneurs operating in the shadow sector should be developed by October 2025.

According to the action plan, non-discriminatory credit conditions will be opened, which will allow businesses to legalize and develop in the formal sector. These measures are planned to be financed through budgetary allocations, as well as by attracting international financial organizations.

It is expected that loans in national currency will become more accessible, which will be an important incentive for entrepreneurs to come out of the shadows. These measures are aimed at creating favorable conditions for small and medium-sized businesses, reducing administrative barriers and developing a transparent economy.
