The Ministry of Economy and Commerce announced the results of the selection of the National Maritime Register Operator. The winner was a young company, Marine Register LLC, registered in Kyrgyzstan in October 2024 and re-registered only in February 2025, a few weeks before the official announcement of the tender.

Despite such a short period of existence and lack of financial revenues to the budget, according to the Open Budget portal, this company received the most important state mandate - to maintain the maritime register of the Kyrgyz Republic. It should be noted that this is a key function related to the international registration of ships, licensing and legal support of maritime activities under the flag of the Kyrgyz Republic.

The founders of the “Marine Register” are Insurance Company “Arsenal-Kyrgyzstan” CJSC and Syrgak Arzymatov. According to open data, the founding company - Arsenal-Kyrgyzstan CJSC - was created with the participation of foreign capital. Its sole founder is Lilia Sokolovskaya, and Syrgak Arzymatov is an executive in an insurance company.

The head of the newly appointed national operator is Bekzhan Musaev. Details about his professional experience in maritime law or shipping have not been disclosed yet.

Recall that earlier, in accordance with the Cabinet of Ministers' resolution of March 4 of this year “On Approval of the Regulations on the Procedure for Selection of the National Operator of the Maritime Register of the Kyrgyz Republic”, the Ministry of Economy announced the beginning of the selection of the National Operator.
