04/24/2025, 11:39Deputy Chairman of the State Tax Service Kubanychbek Isabekov said that in the last two to three years Kyrgyzstan has been undergoing a large-scale tax reform. Despite the controversy, the reforms are yielding tangible results.
“Previously, entrepreneurs did not fully understand why they had to pay taxes, since they were already working, paying rent and other expenses. Now such questions no longer arise - citizens are beginning to realize that taxes must be paid. Moreover, they ask specific questions: how to pay correctly,” he said, emphasizing that this is an important shift in the consciousness of taxpayers.
Isabekov also recalled that in the first quarter of 2025, 5 billion soms more taxes were collected than planned.
Separately, he commented on the changes concerning (EETN). Now its application is retained only for three categories of goods: fuel and lubricants, alcohol and tobacco products. Despite the positive aspects of the EETN system, its use has not caught on in some sectors, Isabekov said.
“We recorded that even though it was mandatory, many markets did not use EETN. Therefore, we cannot talk about real efficiency - criticism about its abolition by business, in our opinion, is unfounded,” he said.
He also said that a bill on the return of the patent system has been sent to Parliament. The law will come into force after approval by the Jogorku Kenesh.
