The refurbishment project for Unit No.1 at the Toktogul Hydroelectric Power Plant commenced in March 2024 and was executed by GE Hydro. With the upgrades, an additional 60 MW of capacity was integrated. Minister Ibraev emphasized that hydrounit refurbishment is no easy task and wished further success to the energy sector specialists involved.
The Toktogul HPP is the largest hydroelectric power station on the Naryn River, located in Kara-Kul, Jalal-Abad Province. Before reconstruction, it had a total capacity of 1,200 MW, powered by four units with 300 MW each and a reservoir volume of 19.5 billion cubic meters. Previously, two other hydrounits had been upgraded, contributing an additional 120 MW to the plant's overall capacity. With Unit No.1 now rehabilitated, an extra 60 MW has been added, bringing the total enhancement from three renovated units to 180 MW.
According to future plans, reconstruction for the fourth unit is scheduled to begin in 2025. Upon completion of the modernization project, an overall 240 MW of capacity will be added, extending the plant's operational life by an additional 25-30 years.
The rehabilitation is funded through a $110 million grant from the Asian Development Bank (ADB) and $100 million from the Eurasian Stabilization and Development Fund (EFSD). Kyrgyzstan is a founding member of the EFSD, and the volume of implemented and ongoing projects under EFSD in the country exceeds $700 million, covering areas such as budget support, healthcare, energy, road construction, and water supply.
