The Orto-Tokoi HPP will start operation in the first half of 2026

In the first half of 2026, the construction of the Orto-Tokoy hydroelectric power plant will be completed. This was reported in the Ministry of Energy during a familiarisation tour of key facilities of the industry.

The project is being implemented by Chakan HPP in partnership with China National Machinery Corporation (CHMC). The new station is being built on the Orto-Tokoi reservoir in Issyk-Kul region, 20 kilometres from the city of Balykchy. According to the project, the capacity of the station will be 21 megawatts - this volume will be enough to provide electricity to more than 14 thousand subscribers of the city. The expected average annual output will be about 75 million kilowatt-hours.

The contract between the Kyrgyz and Chinese parties was signed on 24 March 2023. It includes a full cycle of works - from the development of feasibility studies and design documentation to the completion of construction works. The start of construction was officially given on 29 June 2024 during the capsule laying ceremony.

The project provides for the construction of the main building of the HPP with two underground and one above-ground floor, as well as a 771-metre-long tunnel water pipeline. Along the line, high-voltage transmission lines with a voltage of 110 kilovolts, 8.35 kilometres long, are being laid. For this purpose, 40 poles are being installed and a switchgear is being built on the left bank.

Today, concrete and installation works are actively continuing at the site. Concreting of the first level of the station building has already been completed, the banks of the Chu River and the bridge have been reinforced, and the road to the gate installation area has been brought up. Tunnel drilling continues, and equipment is being delivered to the site, which will soon be assembled. 130 people are involved in the construction, 40 of them are local residents. The work is organised in three shifts, which allows strict adherence to the schedule.

The total cost of the project is 247.1 million yuan, which is equivalent to approximately $34.8 million. The project is being implemented in accordance with the order of the Cabinet of Ministers of the Kyrgyz Republic dated 30 July 2021.
