Deputy Chairman of the Cabinet of Ministers, Minister of Water Resources, Agriculture and Processing Industry Bakyt Torobaev within the framework of his working trip to Osh region held a meeting regarding the implementation of the pilot project on the transfer of district and regional subdivisions and representative offices of ministries and agencies to the temporary management of pilot local state administrations.

The pilot project will begin on January 1, 2025 and will last until the end of the year. At its conclusion, the results will be analyzed and appropriate conclusions will be made.
It is noted that after the results of the first stage of administrative-territorial reform carried out at the level of territories and cities, there is a need to improve the efficiency of the regional offices of state bodies at the level of districts and local state administrations on the basis of a unified regional program.

In this regard, in order to support the proposals of the local state administrations of Uzgen district of Osh region and Ysyk-Ata district of Chui region, the district departments of ministries and agencies were transferred to the temporary management of the above-mentioned districts.

The reform is aimed at increasing the efficiency of the territorial subdivisions of local state administrations and state bodies, improving the socio-economic situation of the district and living conditions of the population, improving the quality of services provided, as well as optimizing the management structure.

In addition, one of the goals of the reform is to promptly respond to various risks and create a favorable investment climate through the “single window” principle.
