    The fuel and lubricants market in Kyrgyzstan is constantly monitored by the Antimonopoly Service under the Ministry of Economy and Commerce of the Kyrgyz Republic. The situation is regularly monitored and analysed to prevent unjustified price increases for fuels and lubricants.

    The country's annual demand for petroleum products is about 1.4 million tonnes, and the average daily consumption of gasoline and diesel fuel is 1,781 tonnes and 1,507 tonnes respectively.

    The following companies are engaged in the production of fuels and lubricants in Kyrgyzstan: Kyrgyz Petroleum Company CJSC, Jalalabad Oil Refinery LLC and Kemin Oil Refinery LLC. However, a significant part of oil products comes from the Russian Federation. Ai-92 gasoline and diesel fuel are included in the list of socially important goods, according to the Resolution of the Cabinet of Ministers of the Kyrgyz Republic dated 8 September 2023 №455 on state regulation of prices.

    The dominant position in the fuel market is held by Gazprom Neft Asia LLC, Alfa Oil LLC (Red Petroleum) and PH-Kyrgiznefteprodukt CJSC, which provide 90% of the market demand.

    On 13 December 2023, a Cooperation Agreement was signed between the Service and key oil traders in the country, including Gazpromneft-Asia Operating Company LLC, aimed at ensuring the availability of petroleum products for the population. The agreement provides for permanent working meetings at which oil traders undertake to observe price availability, maintain stocks and notify the Service of price changes.

    Analyses of price dynamics make it possible to make recommendations to prevent unjustified increases. At present, the market of fuels and lubricants remains stable, deliveries go without delays, and stocks are designed for 1.5-2 months. Any increase in retail prices is caused by changes in prices at Russian refineries. At the same time, autogas, being an exchange-traded commodity, is dependent on quotations and prices at Russian refineries, reflecting Kyrgyzstan's dependence on the external market.

    Some petrol stations in Kyrgyzstan are experiencing temporary difficulties with autogas availability due to supply constraints and oil traders are working to resolve this problem. Data on prices at petrol stations in Bishkek as of 27 November 2024 is provided.
