    Measures to protect children from bullying and racketeering in schools discussed in Bishkek

    Bishkek authorities and members of the public discussed new measures to combat bullying and racketeering in schools at a roundtable held in the capital. Participants included Deputy Mayor Victoria Mozgacheva, KR Commissioner for Children's Rights Asel Chynbaeva, deputies of Bishkek City Kenesh, representatives of law enforcement agencies and education experts.

    During the discussions, the Director of the Department of Education presented the current situation on the installation of video surveillance systems in schools, implementation of normative legal acts and prevention of juvenile delinquency. However, as the participants emphasized, technical solutions are not enough - a comprehensive approach is required, including the participation of parents and teachers.

    “Without the active role of parents in the education of children, the problem of bullying will remain unsolved. Responsibility should lie not only with schools, but also with families,” the participants noted.

    Psychologist Olga Sharapova elaborated on the causes of bullying, emphasizing the role of aggressors and victims in this process.

    According to her, the most important factor is the child's social environment, and work with problem pupils should be conducted on an individual level.

    As a result of the discussions, it was decided to strengthen the work of socio-psychological services in schools, including targeted programs to develop emotional intelligence and communication skills in children. A clear algorithm of actions will also be developed for managers, teachers and pupils when cases of bullying are identified.

    At the same time, the Bishkek Department of Internal Affairs has been instructed to revise the criteria for selecting juvenile affairs inspection officers and optimize their work schedule for more effective interaction with educational institutions.

    Recall that since the beginning of 2025, the country has faced a number of tragic cases of violence among schoolchildren. Minors died as a result of beatings in schools in Bishkek and Kara-Suu district of Osh region. These incidents caused a wide public resonance, once again sharpening the discussion on the problem of school racketeering and bullying.

    However, these tragedies are the tip of the iceberg. According to Rakhat Musaeva, head of the Education Department of the Bishkek Mayor's Office, announced at a meeting of the Bishkek City Kenesh Commission on Social Issues, 47 cases of bullying, cyberbullying and racketeering have been registered in the capital's schools over the past two years.
