04/03/2025, 09:00The Cabinet of Ministers of Kyrgyzstan has temporarily banned the import of certain types of construction materials by road. The corresponding decree № 169 was signed by the Chairman of the Cabinet of Ministers Adylbek Kasymaliev on 31 March 2025. The ban is set for a period of six months.
According to the document, the restrictions apply to:
Portland cement, pozzolanic cement and other hydraulic cements, except for supersulphate cement (EAEU TN VED code 2523);
gypsum products, such as boards, panels, planks and tiles faced or reinforced with paper or cardboard only (code 6809 11 000 0 of the EAEC HS).
The Ministry of Economy and Commerce has been instructed to notify the World Trade Organisation (WTO) and the Eurasian Economic Commission of the ban, while the Ministry of Foreign Affairs will inform the CIS Executive Committee.
State services, including customs, tax and border services, are to prevent the illegal import of banned building materials. The Department for Control over Presidential and Cabinet Decisions is in charge of monitoring the implementation of the decree.
