    Jogorku Kenesh has withdrawn from the agenda the bill on the business inspection ban

    At the meeting of the Jogorku Kenesh deputies decided to remove from the agenda a bill that suggests a temporary ban on business inspections. This was initiated by parliamentary speaker Nurlanbek Shakiyev, who said the document was ‘crude’. Deputies supported this decision. 

    The document will be reconsidered in the first reading after finalisation.

    The bill proposes that all business inspections be conducted only after they are registered with the prosecutor's office, but the MPs expressed concern that in its current form, it only complicates the situation for entrepreneurs. MP Zhyldyz Sadyrbayeva said the document could increase the number of inspections and worsen business conditions.

    Particularly acute questions were raised by desk inspections, which, according to the bill, are not subject to registration with the prosecutor's office. Sadyrbayeva emphasised that desk audits could be carried out an unlimited number of times, which hinders business development.

    In response, Deputy Economy Minister Nazarbek Malayev explained that desk audits are conducted in the office without physical contact with the entrepreneur, while field audits require mandatory registration with the prosecutor's office. Despite this, the deputies were not satisfied with this explanation, pointing out the risks of frequent inspections, which can complicate the work of entrepreneurs.
