    New tax rules for importers and domestic producers came into force in Kyrgyzstan

    Today, February 23, came into force a new list of goods with set prices for importers from the countries of the Eurasian Economic Union, as well as for entrepreneurs who produce goods within the country. This is reported by the State Tax Service.

    Previously, according to the decision of the Cabinet of Ministers of August 10, 2023, the taxable value of imports was applied exclusively to taxpayers importing goods from the EAEU member states. However, the new procedure, approved by the resolution of February 5 this year, introduces uniform principles of taxation for both importers and domestic producers.

    In particular, the updated mechanism covers not only imported goods, but also supplies of goods produced in Kyrgyzstan, which is aimed at reducing the risks of tax optimization and leveling the conditions of competition.

    The updated list of goods with established tax bases includes the following commodity groups:

    • meat and meat by-products (poultry, beef, pork);
    • fish and seafood (salmon, herring, pollock, shrimp, squid);
    • dairy products and eggs (cheese, butter, milk pastes);
    • fruits and vegetables (potatoes, onions, carrots, cabbage, citrus fruits, apples, pears);
    • nuts and dried fruits (dates, figs, prunes, apricots);
    • tea, coffee and spices (green and black tea, coffee beans, coriander, ginger);
    • cereals and flour (wheat and rye, cereals, starch);
    • oilseeds and oils (sunflower, rapeseed, palm oil);
    • confectionery products (chocolate, sugar, cookies, marmalade);
    • beverages (soft and alcoholic drinks, mineral water, juices);
    • building materials (cement, lime, wood, bricks);
    • fuel and petroleum products (bitumen, fuel oil, diesel fuel);
    • tires and tires (automobile and agricultural);
    • chemical products (fertilizers, varnishes, paints, plastics).
