03/14/2025, 08:51Deputy Minister of Labor, Social Security and Migration Bakyt Darmankul uulu reminded Kyrgyz citizens of the new rules of stay in Russia that came into force on January 1, 2025.
According to the changes, foreign citizens without a temporary residence permit (RVP), residence permit (VNZh), labor or civil law contract will be able to stay in Russia for no more than 90 days during one calendar year. This rule applies to those who enter the country for tourist, commercial, business, private purposes or transit.
“Previously, many used the scheme of leaving every three months to extend their legal stay, but now this option is not available. However, Kyrgyz citizens who are in Russia on the basis of labor or civil law contracts, as well as students, are not subject to these restrictions,” the deputy minister explained.
Since February 5, 2025, additional temporary measures have been introduced, providing for a “regime of expulsion” for foreigners staying in the country illegally. Such citizens are entered into the Register of Controlled Persons, which entails serious restrictions: a ban on the purchase and sale of real estate or transportation, use of a car, marriage, opening a bank account and transfers over 30 thousand rubles per month.

In case of repeated failure to fulfill these requirements, deportation and placement in a special institution is possible. The Kyrgyz authorities recommend their citizens to comply with the new rules in order to avoid unpleasant consequences.
